I worked at a place that did that (and probably still does). It hurt when I realized it, having come into the agency as an eager intern proud to be working from them. About half of their workforce was either interns or interns who had been "promoted" to "trial hires" which meant you'd receive half of a junior salary for 3 months while you"proved" yourself.

After a little over a year after having been officially hired and with a junior salary that was a good 10-30% lower than most of my peers that graduated the same year I did, I realized I was being duped and quit.
