Check out the Framer JS Facebook group. We often post fairly-complex projects, and we are always helping people solve difficult problems for some of their interactions. It's a great place to learn, ask questions, and get started on pursuing your own work. Many times, we walk people through certain problems they may be facing or push them in the right direction. A long with you digging into the examples and other resources you might find online, you'll be in good shape.

Seems like a Framer + Origami.
In some aspects, I think this is interesting - however on the flipside, I sense that I could reverse the natural feel/velocity of a scroll itself.
I agree with Cody. I have been dabbling with the Design+Code resources and the escalation from learning to application is well done.

There have been a number of jailbreak tweaks that allow users this functionality, dating way back, so it's definitely plausible.
