I see. The solution to this.. would be to form a team from close timezones right?
The thing is, we thought that random sorting will give equal opportunity to everyone.
Don't get me wrong, it's hard work to gain followers and be easier discoverable, for example, at Dribbble.
But gaining followers as a model, doesn't scale. It's even harder now to climb the 'followers' ladder as a new one - and it will only get harder.
That's why we thought random sorting upon search is the ideal.

To answer your question:
It's random. Designers that meet your filter criteria, will get sorted randomly. After that, you'll be able to select as many as you like and e-mail them.
You're partly right - this site allows non-designer people hire designers.
