Notability app is pretty good. Syncs between mac and mobile devices with iCloud without any problems. Definitely worth considering.

Good to now, that you are aware of the issue. Pre-rendered videos might be a good solution, you may also consider canvas 2D animations, its support is also quite good.

I'm pretty sure that my opinion won't be very popular, but anyway, I think that not supporting mobile devices and some less capable desktop browsers is neither creative nor responsible at all.

You should have thought about some graceful fallback instead of the message like "your browser/device is dumb, go away". Things like that is not the most pleasant experience, especially when you are trying to showcase your work to a broad audience.
