I'm curious what systems/programs/solutions are out there for creating document templates that are sort of fool-proof for non-designers to use.

I work for a public park agency, and our programming staff updates our monthly flyers and creates special bulletins to be posted in the parks. Invariably, fonts get changed, spacing is weird, colors aren't correct, etc. Any suggestions for something to use other than the Microsoft suite of garbage?
