In the image above. I want to use the red line to cut the green shape below. Essentially I want a thinner green arrow. How can I achieve this?
The red line is a shape with no fill and a red a border. The green arrow is a shape with a green fill and no border. I've tried masking, subtracting to no effect.

Have you tried converting the red border to outlines and then subtracting?
Layer > Conver to Outlines (SHIFT+CMD+O)

When you convert to outlines, two new layers are created, separated them and use the inner one.
