I'm looking for any recommendation for software to add time stamped comments to videos.

For example, when we make prototypes, we'll often record a walkthrough video, and it would be great to be able to add time stamped notes that viewers can tap to jump to that point in the video.

I've seen this done at user testing.com, but it only works for their videos. Vimeo and Lookback have a similar feature, but in both cases it's part of a larger product offering that isn't necessary for my purposes.
