Seems more like"edge resistance" than "snapping".
That said, Apple should really just hurry up and rip off Window 7's window snapping. I've had BetterTouchTool emulating it on my Mac for ages, and it's really indispensable when it comes to window management.
Check out Spectacle, I use it for hotkey window resizing/positioning.

Check out BetterSnapTool. i set up hot keys for screen halves and thirds. Love it!
BetterSnapTool is made by the same person as BetterTouchTool, and is, I believe, actually just a watered-down version of BetterTouchTool without the multitouch gesture components.

I've been using Better Snap Tool for the past couple of years and I don't think I could go without it. Window resizing and snapping is something that Windows has had for a while and it is honestly what I miss about Windows the most. For me it is crucial for multi-tasking.
