This is excellent advice. By specialising, not only are you targeting a specific audience but you're also recognising the problems and challenges of that specific audience and directly offering to solve them.
Companies offering the higher paying, more specialist gigs know in detail what problem or skill they need and are willing to pay for it.
A very successful freelancer once told me "if you want XYZ work, then just market yourself for it". Simple as that.
