The main reason enterprise software is so badly designed isn't anything to do with the people, it's to do with the fact it was all designed in 1995, runs on Windows and would cost millions of pounds or dollars to change. Convincing anyone signing the cheques to spend that money on something that 'looks nicer' or proving that an improved user experience is cost effective is an impossible task.
