Is there any way to replicate this effect with standard video other than warp stabilizer? I'd like to make videos like this with my GoPro of very shaky footage, e.g. downhill mountain biking.

  Not in this fashion. That would require the use of an accelerometer, which a GoPro doesn't have IIRC
