Photoshop's new transform behavior needs to be reverted

I agree it is bad. Here’s how to fix it:
Create a text file called PSUserConfig.txt that just contains the text TransformProportionalScale 0. Save it to this location:
- macOS: ~/Library/Preferences/Adobe Photoshop CC 2019 Settings/
- Windows: \Users\[User Name]\AppData\Roaming\Adobe\Adobe Photoshop CC 2019\Adobe Photoshop CC 2019 Settings\

  We'll need to all be vocal about this. Adobe has an impressively shite history of listening to customers on this type of feedback. Hope this isn't one of those cases where we're waiting for years until they fix it.

      I've had run-ins with their staff numerous times. Mostly with the same person that, when you report a bug of faulty feature, just dismisses it as user error. Every single time. Even when you can reproduce it on a MacBook Pro, Win 10 Del pre-built and a Win 7 home-built PC.
