    I think you misunderstood. Unlike backend logic, you can make a frontend UI prototype that is completely separate from production code. You don't need permission for that. Moreover, if you're a UX designer who already has UX worked out, it's not like working on a working prototype is going to cut into your time on the project. Of course I may be completely wrong.
