If it's urgent, he will call you.

If it's not, he'll comment in Basecamp and be sure that you'll see that when you are back in "Work Mode".

Sure but isn't the point of this to separate life from work...so who decides what is urgent or not? My experience with bosses and managers is that they usually think everything is urgent.

If your managers can't separate urgent from non-urgent stuff, or can't appreciate the fact that you're off-work, that is not something that Basecamp can solve. This tool solves the fact that managers and colleagues can work in their own time, but still be sure that they aren't bothering you in your own free time.

Again, I understand the concept, I'm just not seeing how this will work in reality. If my boss doesn't get an answer when she wants to, she'll just try other routes until she does. Basecamp will have to become the company time manager for this to be implemented.

Then you have a terrible boss.

Your problem is much deeper than a "Basecamp won’t work" problem. No piece of technology is going to solve the problem you have with your boss. Well... maybe an EMP

I think you're missing my point. I'm saying that just because Basecamp is turned off doesn't mean other routes are. So my point then is that in order for this to work smoothly, Basecamp needs to become the company's primary time and project management that everyone agrees to. I'm struggling to see that happening.

I don't think most people have this problem, and in my experience things like this can be solved with a polite & professional conversation.
